Before the 1880's if an officer wanted to carry a gun they normally bought their own. Often they would have one given or presented to them by friends or in the case of Officer Estes presented to him by the people on his route.  We don't know if it was due to something he did, or out of respect for him. The gun was engraved when it was presented to him.
